The Tome of Hecate
The Tome of Hecate. (Wondrous Item, Artifact) (Requires Attunment by a Wizard)
Within lies the written laws that govern Arcane Magic. Written by Hecate when she witnessed the misdeeds of those born or gifted with magic. She deemed that those who worked to better themselves and understand the intricacies of the world should receive boons as well. Thus Arcane Magic was born.
A leather book with a bronze emblem of the crescent moon moon setting. Carved into the face of the leather is a series of arcane glphs and runes. The book is closed by a bronze clasp at the center of the book.
A wizard must spend 80 hours reading the book to gain its benefits after they attun to it. Cannot read the final 5 pages. If a non wizard attempts to open or read the book, they take 24d6 psychic damage. This damage ignores resistance and immunity, and can’t be reduced or avoided by any means. A creature reduced to 0 hit points by this damage disappears in a blinding flash and is destroyed, leaving its possessions behind.
While attuned to the Tome you have the following benefits:
Arcana. After reading the book you are proficient with the Arcana skill and your proficiency bonus is doubled for any check you make using Arcana. In addition, your spell save DC and spell attack bonus each increase by 2. Increased Intelligence. After you spend the requisite amount of time reading and studying the book, your Intelligence score increases by 2, to a maximum of 24. You can’t gain this benefit from the book more than once. Enlightened Magic. Once you’ve read and studied the book, any spell slot you expend to cast a wizard spell counts as a spell slot of one level higher (to a maximum of 9th level). Spell Turning. Once you’ve read and studied the book, you have advantage on saving throws against spells. Additionally if the spell targets only you (not in an area of effect) and if you roll a 20 for the save and the spell is 7th level or lower, the spell has no effect on you and instead targets the caster, using the slot level, spell save DC, attack bonus, and spell casting ability of the caster.
Spellbook. The Tome of Hecate collects all Arcane magic in its vicinety (DM decides radius). All spells written in spell-books or on spell scrolls vanish when you attune to the tome. The tome now functions as your spell-book with all the same limitations on the amount of spells you can prepare a day. When you first attune to the Tome its prepared spells are the same as your spell-book. After a long rest you can prepare any spell on the wizard spell list for which you have spell slots for. The tome also has 10 charges you can use as an action to regain expended spell slots. One charge per level of the slot. You cannot regain spell slots for which you currently do not have.
The Tome ends its attunment to you if you misuse your magical abilities and you cannot attune to the Tome again.
